Offshore Wind Development in Vietnam – Recommendations on Environmental and Social Impact Assessment Regulations

Offshore wind power (OWP) is forecasted to grow rapidly, play an important role, and account for a significant share of the national electricity mix in Vietnam in the coming decades. In addition to providing energy, OWP will promote domestic investment in ancillary industries and services, increase local income, create thousands of new jobs, and facilitate the development of ocean-based cities.

However, in each stage of development, OWP projects will have potential impacts on different environmental and social groups. Therefore, those impacts should be evaluated carefully, comprehensively and timely to support accurate decision-making on investment or effective control/monitoring during execution. Drawing upon the international experience, the vast majority of negative environmental and social impacts can be minimized or eliminated through a process of consideration, agreement and compliance.

“Offshore Wind Development in Vietnam – Recommendations on Environmental and Social Impact Assessment Regulations ” will propose a number of recommendations through each stage of OWP development to minimize the negative impacts to the social environment in order to complete and unify plannings and legal frameworks, creating maximum conditions for the development of OWP, avoid wasting time and resources as well as minimizing unnecessary disputes.
